Jeffrey R. Matsen, ESQ.
Jeffrey R. Matsen is one of the leading estate planning and business transactional attorneys in Southern California and throughout the United States. He has provided a wide range of clients with the highest level of legal services in these areas for over 35 years. As founder and managing partner of Wealth Strategies Counsel, Matsen is entirely dedicated to providing his clients with the quality, professionalism and integrity they deserve. “We never forget that we are here to help our clients and fulfill their legal needs,” says Matsen. “To accomplish this, we are responsive, accessible and follow through on all of our promises. Matsen and his dedicated staff of professionals set up and form corporations, limited liability companies and partnerships of all types, and provide ongoing business, tax and legal advice for these entities, including strategic planning and executive coaching services. They provide estate planning services including the preparation of Living Trusts, Wills and other related estate planning documents, probate administration, and the preparation of estate tax returns and necessary accompanying documentation.
Matsen is also well versed in the areas of international law and asset protection law. His knowledge of international law, and close ties with respected attorneys, financial advisors and certified public accountants across the globe, provides our clients with access to experienced and ethical professionals. In addition, Jeff assists real estate investors and developers with acquisitions, sales and projects.

He has earned the highest rating for competency and ethics as published by the prestigious international attorney directory, Martindale Hubbell. Matsen is a member of Orange County’s Center Club, the President’s Business Advisory Council and the Board of Counselors of the Orange County Symphony Orchestra. In addition, Matsen is a member of the influential Southern California Institute’s Laureate Circle a strategically designed program in collaborative partnership with the Advanced Wealth Studies Institute, which provide key resources for prominent estate planning and business attorneys working specifically with affluent clientele.
When not practicing law and serving his clients, Matsen devotes his time and considerable energy to his wife and seven children. The Father’s Day Council of Orange County, and the American Diabetes Association honored Jeff as the “Orange County, California 2007 Father of the Year.” He has managed and coached Little League and Pony League Baseball and Youth All Star Basketball for 23 years, and has served for many years as a member of the Board of Directors of the Harbor Area Boys and Girls Clubs. “Family means everything to me,” says Matsen. “It is one of the main reasons I chose to specialize in protecting families and their legacies.”
Nicholas P. Carrigan, ESQ.
Nicholas P. Carrigan’s practice areas include business and commercial transactions, asset protection and estate planning, as well as civil litigation. He joined Wealth Strategies Counsel in 2007, after working with a Fortune 500 insurance company. A graduate of the University of California at Davis School of Law, Nick’s approach to client representation is to anticipate the unforeseeable: "When it comes to meeting our clients’ diverse and various needs, my goal is to incorporate proactive legal strategies designed to minimize our clients’ risk of liability, maximize the protection and preservation of their hard-earned capital and assets, and provide the business planning necessary to leverage their successes," he states. "When I see our clients experiencing peace of mind in the face of stress and uncertainty, I’ve accomplished a significant aspect of our objectives, and that’s something I very much enjoy doing."
Nick is a member of the Orange County Bar Association, the American Bar Association, and the State Bar of California. He is proficient in Farsi.
Tom Nemat, ESQ.
Tom Nemat’s practice areas include all aspects of business and commercial transactions, real estate transactions, asset protection and estate planning, as well as business and civil litigation. He has formed several corporations and LLCs and advised on corporate governance issues. Tom joined Wealth Strategies Counsel in 2006 as a law clerk and is now an associate attorney. Tom is a graduate of the University of California at Berkeley, with a degree in Business Administration. He obtained his law degree from Loyola Law School in Los Angeles. While at Loyola, he was a member and Vice President of the Iranian Law Students Association and also a member of the Entertainment and Sports Law Society. Tom is currently a member of the Orange County Bar Association, the American Bar Association, and the State Bar of California. He is also proficient in Farsi. When not working, Tom enjoys skiing, golf, and tennis.
